Currently, this standard specifies the basic requirements for forest management enterprises to demonstrate that wood supplied is controlled. It requires forest management enterprises to provide evidence that the wood the Organization supplies, has been controlled in order to avoid wood that is illegally harvested, harvested in violation of traditional and human rights, harvested in forest management units in which high conservation values are threatened by management activities, harvested in areas in which forests are being converted to plantations or non-forest use or harvested from forests in which genetically modified trees are planted.

The scope and structure of FSC-STD-30-010 has been revised to conceptually align with the revised FSC-40-005 standard and according to the concept of the Modular Approach Program (MAP). Modular Approach Program (MAP).


Due to the conceptual alignment of National Risk Assessment Framework (NRAF) with the FSC Principles and Criteria (P&C), this standard also reflects the strengthened risk assessment process as introduced in the NRAF. The Controlled wood standard for forest management enterprises needs to specify revised Controlled Wood requirements at the Management Unit level. Simultaneously, the standard FSC-STD-30-010 is going to be used as a step towards full forest management certification in the Modular Approach Program (MAP), and therefore requires further alignment with the FSC Principles and Criteria.

The main changes introduced by the revised Forest management requirements for Controlled Wood certification (FSC-STD-30-010) are as follows:

  • New standard structure referring to the Principles and Criteria and reflecting revised Controlled Wood requirements for risk assessment. The final content of the FSC-STD-30-010 will consist of chosen International Generic Indicators (IGIs) or relevant indicators of the national standard after IGI transfer, adapted to Controlled Wood. During this revision period, due to the ongoing IGI development, FSC-STD-30-010 only contains the relevant P&C criteria
  • Extended scope of application, including MAP, as well as group certification, and
  • Exclusion of Forest Management Enterprises which were/are engaged in significant* conversion from Controlled Wood certification

NOTE: Conversion requirements are being aligned in the Policy for Association (FSC-POL-01-004) requirements.

* Significant conversion (FSC-POL-01-004): Conversion is considered significant in any case of:

  • Conversion of High Conservation Value Forests
  • Conversion of more than 10% of the forest areas under the organization's responsibility in the past 5 years
  • Conversion of more than 10,000 ha of forests under the organization's responsibility in the past 5 years


At this revision stage, several issues pertaining to requirements for Controlled Wood evaluation are still under discussion. As part of the consultation process, some of these issues have been formulated as notes or questions to stakeholders.

The proposed changes to the National Risk Assessment Framework, along with standard FSC-STD-40-005 constitute a major change in the current Controlled wood system, with significant impact on sourcing Controlled Wood both from areas covered and not covered by the National Risk assessment(s). Thus, stakeholders are strongly encouraged to provide feedback during public consultation on Controlled Wood standards.

The main goal associated with this consultation is to seek stakeholders feedback in order to find solutions for the sections which are still under discussion.

Feedback will be carefully analysed and incorporated in subsequent drafts of the Standard with the aim of meeting stakeholder expectations and further improvement of the proposed amendments.

Due to the importance of the Controlled Wood revision process and future implications of the introduced changes, FSC asks for strong stakeholder participation and highly welcomes your comments, question and suggestions. Simultaneously, we would strongly encourage stakeholders to refer to the consulted National Risk Assessment requirements and the standard FSC-STD-40-005 when commenting on proposed draft of FSC-STD-30-010.
