Momentum Continues Towards Harmonizing HCV Management Practices Throughout the FSC System

In late June in Bonn, a group of technical experts working on advancing best practices for managing and maintaining high conservation values (HCVs) in FSC-certified forests identified case studies with concrete examples of best management practices of HCVs.

HCVs in forests are more valuable in terms of biodiversity values, ecological values, and importance for local people than in terms of industrial timber. FSC dedicates an entire principle to the maintenance of HCVs (i.e., Principle 9 of the FSC Principles and Criteria).

Ensuring quality and consistency throughout the world’s FSC-certified forests is a challenge. So to increase the effectiveness and efficiency of our standards, a group of experts ranging from endangered species to IFLs, ecosystems, Indigenous Peoples, and culturally valuable sites is developing proper practice guidelines for maintaining and protecting high conservation values (HCVs) in FSC-certified forests. This group is known as the ‘HCV technical working group’ and the scope of their work includes intact forest landscapes (IFLs).

At their latest meeting in June in Bonn, the ‘HCV technical working group’ identified case studies with concrete examples of best management practices of HCVs and, they analysed the comments received from an online consultation with stakeholders that ended in January and will further refine the tools being developed by the end of 2018.  The tools under development are summarized below.

 

Tools under development to increase effectiveness and efficiency of our normative framework

Standard setters, standard development groups (SDGs), and certification bodies (CBs)

 

The following tools are being developed:

·         A guide on how to identify HCVs in each country.

·         A template to register HCVs in each country (i.e., a ‘National HCV Framework’).

Forest managers

The following tools are being developed:

·         A guide for managing and maintaining HCVs in FSC- certified forests while conforming with free, prior, and informed consent (FPIC).

·         A guide for managing and maintaining IFLs in FSC-certified forests while respecting free, prior, and informed consent (FPIC).

Additionally, the technical working group developed a set of indicators that standard setters and standard development groups must consider for managing and protecting intact forest landscapes (IFLs). These indicators were approved in October 2017 and are available now.
