Public consultation launched on Procedure for the Development and Revision of FSC Normative Documents

FSC invites stakeholder comments on the second revised draft of the Procedure for the Development and Revision of FSC Normative Documents.

The key objective of this procedure is to provide a clear and unambiguous methodology to develop, review, and revise FSC normative documents, promoting stability and predictability within the FSC system. The revised procedure aims to respond to Motion 35 (GA 2008) and Motion 36 (GA 2011) of the FSC membership and to align with the revised Version 5 of the ISEAL Code of Good Practice for Setting Social and Environmental Standards (2010).

This draft version is based on stakeholder comments received during the first public consultation phase between 19 December 2011 and 29 February 2012. The Working Group established in July 2011 for this revision process carefully analysed all comments and suggestions and developed a second draft document.

The following main changes have been made in the second draft (as compared to the first draft):

1.     Several definitions were included in the terms and definitions section to ensure common understanding of key terms.

2.     Procedural steps were clarified where further clarification was deemed necessary, e.g. with regards to making proposals for development of new normative documents or withdrawal of documents.

3.     The structure of the document has been simplified, fully presenting procedural steps in sequential order.

4.     Draft flowcharts were included to illustrate the complete development and review and revision process.

Details about comments received and FSC’s responses will be send to all stakeholders who provided comments and will be published in a synopsis document in the course of this week.
