Advice Note on Minor Components

In early 2012, FSC initiated a process to harmonise its standards with timber legality legislations, such as the EU Timber Regulation (EUTR), US Lacey Act and FLEGT. One of the required changes identified by FSC is the elimination of any non-certified/non-controlled components in FSC certified products, which applies to the so-called minor components. 

Initially FSC launched a survey to gather targeted stakeholder feedback based on a first draft advice note (FSC-ADVICE-40-004-09).

A second round of public stakeholder consultation was launched on a revised draft advice note on minor components, which has been amended based on stakeholder feedback gathered during the first consultation phase.


The development process is completed.


To provide clear requirements and timelines for the termination of minor components exemptions. This process also aims to inform stakeholders about upcoming changes, to collect stakeholder feedback regarding current measures taken to eliminate minor components and likely impact of the termination.

Further process

The advice note was approved and first published in November 2012. An amended advice note was published in February 2013.
